Bill Chang is currently serving as Chief Executive Officer & Executive Director of the Data Centre Business Unit and also Singtel’s new standalone infrastructure unit, Digital InfraCo, as of 1 June 2023. Prior to that, Bill joined Singtel in November 2005 as Executive Vice President of Corporate Business and subsequently became Managing Director, Business Group. He became CEO, Group Enterprise on 16 July 2012 and assumed the role of CEO, Regional Data Centre Business and Digital InfraCo unit.

Bill is the Chairman of the Singapore Institute of Technology’s Board of Trustees and a board member of the Urban Redevelopment Authority of Singapore. He is also a member of the Australian Institute of Company Directors’ International Advisory Technology Governance and Innovations Panel. He co-chaired the Future Jobs and Skills Sub-committee of the Committee on the Future Economy of Singapore from 2016 to 2017.

For his contributions to Singapore, Bill was awarded the Public Service Star in 2017 and the Public Service Medal in 2007. He also received the Singapore Computer Society’s IT Leader of the Year award in 2017 and the honorary Fellow of the Society in 2014.

Bill graduated with a Bachelor of Engineering (Honours) in Electrical and Computer Systems Engineering from Monash University, Australia and attended the Harvard Business School’s Advanced Management Programme.

Lee Yoong Kin is currently serving as Chief Operating Officer of the organisation. Yoong Kin manages the data centre product function regionally and is responsible for product development and pricing, as well as driving branding and marketing. He is also responsible for setting up the organisation’s regional data centre operations and ensuring operational excellence and standardisation across the data centres.

Yoong Kin brings with him more than 30 years of senior business and operational knowledge in the DC and ICT industries, including P&L, business development, sales and project experiences in multiple regions, such as Indonesia, Malaysia, Vietnam, Philippines, Thailand, China, and Hong Kong.

Before joining Singtel, Yoong Kin was SVP/Group MD of Enterprise Business Group in TeleChoice International, where he was responsible for the profitability, growth and strategic direction of the business. He was also previously a Managing Director of Equinix Singapore Pte Ltd, which he co-founded in 1999, and General Manager and Board member of ST Teleport Pte Ltd (a subsidiary of ST Telemedia), which he set up in 1994.

Yoong Kin holds a Bachelor of Engineering in Electrical & Electronic Engineering (First Class Hons) and an MBA from the National University of Singapore.

Andrew Lim is currently serving as Chief Executive Officer, GSA DC, Thailand, overseeing the organisation’s data centre in the country. Prior to that, Andrew joined Singtel Group in 2012, and has since led various business units including the Business Group with a focus on driving leadership in Singtel's domestic ICT infrastructure services and solutions and growing its satellite business globally, and the Government & Large Enterprise unit covering Domestic and Global customers.

Andrew has a proven track record, with over 35 years of experience in the ICT industry. He joined Singtel from Oracle Corporation where he was Vice President, Technology Line of Business, responsible for leading and expanding the Database and Exadata Technology business for ASEAN and South Asia Growing Economies countries.

Before that, Andrew spent over 13 successive years with Sun Microsystems and helmed various positions, including Regional Director for Government, Education and Healthcare for Asia Pacific, as well as Managing Director for Sun Microsystems Thailand, where he was instrumental in turning the business around.

Andrew holds a Bachelor's degree (First Class Honors) in Electrical and Electronics Engineering from the National University of Singapore and a Postgraduate studies in Data Communication from the Information Communication Institute of Singapore.

Marc Lo is currently serving as the Chief Investment Officer and Vice President, Strategy of the organisation and Singtel’s Digital Infraco. Marc oversees all investment and sustainability activities, including joint ventures, partnerships and capital raising.

Marc joined the Singtel Group in 2018, and his time at Singtel included roles as VP, Strategy & Investments and Chief Financial Officer, International Group. His responsibilities included overseeing Singtel’s Regional Associate portfolio in Bharti Airtel (India & Africa), AIS (Thailand), Globe (Philippines), Telkomsel (Indonesia), as well as GXS Bank (Digital Bank joint venture with Grab), investment, business management initiatives and value creation for the Group.

Before joining Singtel, Marc was Head of Strategic Investments at CapitaLand and was responsible for its corporate mergers and acquisitions and new business initiatives. His past experiences include his time as Executive Director, Investment Banking at Morgan Stanley, and at Affinity Equity Partners.

Marc holds a Bachelor's degree (First Class Honors) in Economics from the London School of Economics & Political Science. He is also a Board Member of the Catholic Foundation, Chairman of its Finance Committee, and Finance Committee Member of the National Kidney Foundation.

Ng Kheng Ghee is currently serving as Country Manager and oversees the organisation’s data centres in Singapore. He is a veteran in the telco industry, having undertaken various management portfolios within Singtel and its overseas associates in Australia and Belgium.

Prior to that, Kheng Ghee was instrumental in establishing Singtel’s SME market segment, as well as Singtel, Optus, and Belgacom as major global voice transit hubs. He also helped transform Singtel’s satellite department from an engineering department into a more commercial-centric organisation.

Kheng Ghee also played a pivotal role in rolling out Singapore’s nationwide high-speed fibre network, known as NetLink Trust today. Singtel was the key sub-contractor in deploying fibre nationwide, as well as designing, building and maintaining the many data co-location centres located across Singapore.

Kheng Ghee holds a Bachelor's degree in Electrical and Electronics Engineering from the Nanyang Technological University of Singapore and a Postgraduate Master of Science in Management from Stanford University, USA.

Ng Kian Khar is currently serving as Vice President, People & Culture of the organisation and is also in charge of Singtel’s group-wide organisation development programmes, HR technologies and digitalisation, people analytics, as well as transformation of HR policies and processes.

Prior to that, Kian Khar first joined Singtel Group in 2011, heading the rewards function and overseeing all rewards and benefits-related issues across the Singtel Group.

Before joining Singtel, Kian Khar was with the Public Service Division, where he was involved in compensation-related strategies and policies across the Civil Service.

Kian Khar holds a Bachelor's Degree in Mechanical Engineering (First Class Honours) from Imperial College, London and an MSc in Industrial Engineering and Operations Research from the University of California, Berkeley.

Cyndi Pei is currently serving as the Chief Financial Officer of the organisation and Singtel’s Digital InfraCo. Prior to that, Cyndi joined Singtel in 2020 as Head of Finance in Singtel Enterprise Business and was appointed CFO of Regional Data Centre in 2022.

Before joining Singtel, Cyndi started her formative years in a Big Four accounting firm, providing assurance and advisory services to global companies across diverse industries. During her time at the firm, she also held strategic business development responsibilities in the TMT and Real Estate industries, as well as in the firm’s priority client accounts.

Cyndi brings with her 24 years of experience in the fields of strategy and change, mergers and acquisitions, real estate, sustainability, enterprise risk management, treasury, and tax, garnered from helming a full spectrum of finance and corporate responsibilities in an SGX-listed food and beverage company with global footprints.

Cyndi is a Fellow Chartered Accountant (Singapore) with a Bachelor of Accountancy degree from Nanyang Technological University, Singapore. She is also a Council Member and Audit Committee Member of the Institute of Singapore Chartered Accountants (ISCA) and serves as an Audit & Risk Committee member of SATA CommHealth, a charitable healthcare organisation.

Min Yu joined Nxera in May 2022 as Senior Director of Engineering and was promoted to Head of Singapore Data Centre Development & Engineering in January 2024. With over 25 years of experience in building services, operations, and engineering design within the data centre industry, Min Yu played a key role in establishing Nxera’s engineering team in Singapore. Under his leadership, the team progressively built expertise in data centre engineering design, project management, and sustainability to support the DC Tuas project.

In January 2025, Min Yu was appointed Chief Development and Engineering Officer, a testament to his exceptional leadership and the significant impact he has made. He also spearheaded initiatives to explore and adopt new technologies aimed at improving power usage effectiveness (PUE) and water usage effectiveness (WUE), aligning with Nxera’s mission to develop the next generation of sustainable, AI-ready data centres across the region.

Before joining Nxera, Min Yu held senior roles in multiple multinational companies, including Vice President for Engineering at JP Morgan and Senior Director for Operations at Bridge Data Centre. During his tenure at JP Morgan, he successfully delivered several data centre projects across Singapore and Asia, including Japan, China, and Indonesia.

Min Yu holds a Bachelor of Property Economics from the University of Technology Sydney and is a trained mechanical engineer.

Wong Ka Vin is currently serving as Country Manager and oversees the organisation’s data centre in Indonesia. His responsibilities include working closely with regional partners to grow Singtel's data centre operations in the Asia Pacific region.

Ka Vin brings with him more than 30 years of experience in the data centre and telco industries, with regional exposure to Australia, Japan, Hong Kong, Indonesia, and Singapore.

Prior to that, Ka Vin built his first data centre i-STT in 2002 and spent the next 5 years growing the Equinix platform in Asia. Some of his past leadership positions include being the Managing Director of 1-Net Singapore and CSF Asia.

Ka Vin graduated from Sheffield Hallam University with a Bachelor of Science in Computer Science.
